Tom Slaughter Venice Florida Take On The Proportionate Fair-Share Program
The Venice Planning Director, Tom Slaughter, drafted the Proportionate Fair Share ordinance with the aim of providing a method through which development impact on transportation facilities can be mitigated through cooperative efforts of the private and public sectors. The Department of Transportation since December 2005 has developed a model transportation concurrency management ordinance with methodologies for gauging proportionate fair-share options. Each local government by December 1 2006 had observed the ordained methodologies on accessing proportionate fair-share mitigation option.
In addition, Tom Slaughter Venice Florida noted other points in relation to Proportionate Fair-Share including impact fee credit for proportionate fair-share mitigation, appropriation of fair-share revenues and fair-share agreements. He proposed that fair-share mitigation should be considered as a credit against impact fees.
Proportionate Fair-Share Application
The Proportionate fair-share mitigation comes through as a credit against impact fees. Applicants receive a city certificate of concurrency approval once the Proportionate Fair-Share agreement is executed. However, should applicants fail to apply for a development permit within 12 months or the period stipulated on the agreement, then the application shall be deemed null and void. In such cases, applicants are directed to reapply for another permit. Any payments done while signing the agreement are non-refundable. If parties wish to withdraw from the Proportionate Fair-Share agreement, they are free to do so, as long as they submit a withdraw application before the agreement is executed.
Management of Proportionate Fair-Share Funds
Funds from the Proportionate Fair-Share revenue are placed in the correct project account which funds City Capital improvements. However, local governments have discretion to use proportionate fair-share revenues for on-going improvements before the construction of the key project for which the funds were set aside for. Local governments may also use the revenues as a match for Florida Department of Transportation funding.
In case an event from the planned facility improvement is struck off from the City Capital Improvement schedule, then the accumulated revenues for construction of the event may be channeled towards the construction of another improvement project within the same sector, lessening the impact of the development.
These are the points that Tom Slaughter Venice Florida brought out during the inception if the Proportionate Share Programs draft. Additionally, Tom Slaughter pointed out that the City of Venice is capable of creating Transportation Concurrency Exception Areas, Transportation Concurrency Management Areas and Multi-Modal Transportation Districts. These would allow the city to use the Proportionate Fair Share Program within that district.
Cade McNown: A Great Football Player
Cade McNown starred playing quarterback for the University of California in Los Angeles (UCLA) from 1995 to 1998, before playing in the NFL for four seasons. Gary Beban, a former Heisman Award winner, called McNown the best quarterback in UCLA history, which is quite a compliment, considering the long and illustrious history of the UCLA football program. He played exceptional football for UCLA, particularly during his junior and senior seasons, before moving on to the NFL, where he played for the Chicago Bears and the Miami Dolphins.
McNown started most of UCLA’s games as a true freshman, having average years before beginning to excel during his junior year. During his junior and senior seasons, he led UCLA on an incredible twenty game winning streak. UCLA won their last ten games of 1997 and their first ten games of 1998 coming one win short of a spot against Tennessee in the national title game.
Along the way, McNown racked up some impressive awards. In 1997 he finished eighth in the balloting for the Heisman Trophy, which is still considered the most prestigious individual award college football offers. Eighth place proves to be extremely impressive, particularly when four of the names ahead of him are still playing in the NFL, including Charles Woodson, Peyton Manning, Randy Moss and Ricky Williams.
In 1998 McNown garnered even more awards. He became a consensus All American. He won the Johnny Unitas Award as the top senior quarterback in college football. He also finished third in the Heisman Trophy balloting, behind only Ricky Williams and Michael Bishop. McNown and UCLA entered the eleventh game of the 1998 season 10-0, ranked second in the nation, one win from the national title game. UCLA came up four points short of the national title game, falling 49-45 against Miami.
After a stellar career at UCLA, McNown began playing on Sundays in the NFL. He started for the Chicago Bears for much of two seasons before a shoulder injury sidelined him. The shoulder injury was to his throwing arm, and while the injury fully healed, it slowed McNown’s development, and possibly shortened his career in the NFL. He never started another game. The Bears traded him to Miami where he played for two seasons, before retiring.
Cade McNown proved that he was a great football player. He excelled in the college ranks, racking up numerous awards for his great play. He led his team to within one game of playing for the national title. Unfortunately, like so many football players before him, an injury slowed his career. Still, college football fans will always remember his remarkable play, and UCLA fans will especially remember the four wins he led the Bruins to against their hated rival, the University of Southern California (USC).
